(overhead casting) Would leverage be an issue? (7/8 rio afs weighs 460 grains, rio 12 weight shooting head weighs 400 grains)

Are they small Chinook? 8wt might be a bit light for a decent sized fish. Speys "fish down" when it comes to fighting power, so you might want a 9.
For overhead casting, i'm not sure what you mean about leverage, but rod action will have alot to do with how the thing throws overhead. You most likely want something stiffer/faster than an avergae Spey action. You can probably find that sort of stick more easily by dropping down into the 12'6" range.
